Le Conseil des Etats a approuv\u00e9 \u00e0 l&#8217;unanimit\u00e9 <a href=\"https:\/\/www.parlament.ch\/de\/ratsbetrieb\/suche-curia-vista\/geschaeft?AffairId=20204509\">la motion Wicki sur le \u00ab Transport de marchandises par route. \u00c9galit\u00e9 de traitement \u00bb<\/a>. Contenu de cette motion\u00a0: Les v\u00e9hicules de livraison &lt; 3,5 tonnes devraient \u00e9galement \u00eatre soumis \u00e0 la RPLP.\u00a0 Les camionnettes transportant du mat\u00e9riel ou des \u00e9quipements \u00e0 usage professionnel sont exempt\u00e9s de la taxe.<\/p>\n<p><strong>Le commerce en ligne doit payer<br \/>\n<\/strong>\u00c0 premi\u00e8re vue, le contenu de la motion ne pr\u00eate pas \u00e0 controverse : Tous les usagers devraient contribuer aux co\u00fbts d&#8217;infrastructure routi\u00e8re, y compris les v\u00e9hicules de livraison jusqu\u2019\u00e0 3,5 tonnes. Cependant, avec le raisonnement de cette motion, il devient \u00e9vident : le commerce en ligne est actuellement responsable de tout !<br \/>\nMotion: \u00ab <em>Depuis 2000, le kilom\u00e9trage des voitures de livraison a augment\u00e9 de 53 % contre seulement 14 % pour les prestations de transport ; <strong>cette augmentation est en particulier due \u00e0 l&#8217;explosion du commerce en ligne. <\/strong>Dans ces circonstances, il faut faire en sorte que les diff\u00e9rents secteurs soient trait\u00e9s de la m\u00eame fa\u00e7on. Le transport de marchandises par voiture de livraison, qui va continuer sa croissance exponentielle compte tenu des courses li\u00e9es au commerce en ligne, doit assumer les co\u00fbts externes qu&#8217;il engendre, dans la mesure o\u00f9 il ne s&#8217;agit pas de transport de mat\u00e9riel ou d&#8217;\u00e9quipement \u00e0 des fins professionnelles\u00a0\u00bb.<\/em><\/p>\n<h6>Fake or Fact ?<\/h6>\n<p>Avec tout notre respect, une simple lecture d\u2019<a href=\"https:\/\/www.bss-basel.ch\/files\/berichte\/BSS_Auswirkungen_Versandhandel.pdf\">une \u00e9tude mandat\u00e9e et financ\u00e9e par le DETEC (!)<\/a> aurait suffi pour remettre en question cette justification. On aurait pu esp\u00e9rer une correction serait apport\u00e9e par le DETEC ou le D\u00e9partement de la Poste de Madame la Conseill\u00e8re f\u00e9d\u00e9rale Sommaruga et que cette correction aurait pu d\u00e9montrer qui sera r\u00e9ellement touch\u00e9 par une RPLP sur les v\u00e9hicules de livraison. Mais non, rien d\u2019a \u00e9t\u00e9 fait et c\u2019est pour cela nous allons la faire.<\/p>\n<p><strong>A quoi aurait pu ressembler une petite recherche ?<\/strong><\/p>\n<ol>\n<li>Etudier l\u2019\u00e9tude de l\u2019UVEK \u00ab Impact de la croissance de la vente \u00e0 distance sur le trafic \u00bb de 2020 (elle peut \u00eatre trouv\u00e9 <a href=\"https:\/\/letmegooglethat.com\/?q=Auswirkungen+des+wachsenden+Versandhandels+auf+das+Verkehrsaufkommen\">via Google<\/a>)\n<ol>\n<li><strong>Constatation <\/strong>sur les pages 34\/35 : Le transport de colis repr\u00e9sente environ 5 % des kilom\u00e8tres parcourus par l&#8217;ensemble des v\u00e9hicules de livraison.<\/li>\n<\/ol>\n<\/li>\n<li>Analyser les performances kilom\u00e9triques des v\u00e9hicules de livraison par rapport \u00e0 l&#8217;\u00e9volution des colis au cours des 20 derni\u00e8res ann\u00e9es :\n<ol>\n<li><a href=\"https:\/\/www.bfs.admin.ch\/bfsstatic\/dam\/assets\/265411\/master\">Tableau de l\u2019OFS sur les performances kilom\u00e9triques des v\u00e9hicules l\u00e9gers (jusqu\u2019\u00e0 3,5 t)<\/a>\u00a0pour confirmer l\u2019affirmation du point 1 :<br \/>\n<strong>==&gt; Constatation <\/strong>: Les v\u00e9hicules KEP repr\u00e9sentent 8 % des kilom\u00e8tres parcourus (y compris la poste aux lettres !).<\/li>\n<li><a style=\"background-color: #ffffff; font-size: 1rem;\" href=\"https:\/\/www.bfs.admin.ch\/bfsstatic\/dam\/assets\/14487392\/master\">Analyse des km parcourus par charge utile de 2001 &#8211; 2019 selon l\u2019OFS<\/a><span style=\"font-size: 1rem;\"> :<br \/>\n<\/span><strong style=\"font-size: 1rem;\">==&gt; Constatation <\/strong><span style=\"font-size: 1rem;\">: les v\u00e9hicules de livraison dont la charge utile &gt; 1t stagnent (donc les v\u00e9hicules postaux accus\u00e9s), celles dont la charge utile &lt; 1t sont en nette augmentation et \u00ab responsables \u00bb de la croissance des kilom\u00e8tres.<br \/>\n<a href=\"https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/km-nach-nutzlast.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-20257\" src=\"https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/km-nach-nutzlast.png\" alt=\"\" width=\"585\" height=\"324\" srcset=\"https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/km-nach-nutzlast.png 1532w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/km-nach-nutzlast-300x166.png 300w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/km-nach-nutzlast-1024x567.png 1024w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/km-nach-nutzlast-768x425.png 768w\" sizes=\"auto, (max-width: 585px) 100vw, 585px\" \/><\/a><br \/>\n<\/span><\/li>\n<li>Analyser l&#8217;\u00e9volution du volume des colis depuis 2001 :<br \/>\n<a href=\"https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-20255\" src=\"https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung.png\" alt=\"\" width=\"584\" height=\"350\" srcset=\"https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung.png 1653w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung-300x180.png 300w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung-1024x615.png 1024w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung-768x461.png 768w, https:\/\/handelsverband.swiss\/wp-content\/uploads\/2021\/03\/Paketmengenentwicklung-1536x922.png 1536w\" sizes=\"auto, (max-width: 584px) 100vw, 584px\" \/><\/a><br \/>\n<em>Source : PostCom, Evaluationsberichte BAKOM, ATKearney, (*) gerechnete Werte<\/em><br \/>\n<strong>==&gt; Constatation <\/strong>: La performance kilom\u00e9trique croissante des v\u00e9hicules de livraison &gt; 1t n&#8217;a aucune corr\u00e9lation avec le march\u00e9 postal. Au contraire. La pouss\u00e9e de croissance d&#8217;env. 50 % entre 2014 \u00e0 2019 est incompr\u00e9hensible, surtout dans la cat\u00e9gorie des charges utiles &gt; 1t.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><strong>Conclusion\u00a0provisoire\u00a0:<br \/>\n<\/strong>La raison \u00ab\u00a0commerce en ligne en expansion\u00a0\u00bb pour l\u2019introduction d&#8217;une RPLP pour les v\u00e9hicules de livraison de moins de 3,5 tonnes est impropre. Les chiffres montrent que seuls les v\u00e9hicules de livraison d&#8217;une charge utile inf\u00e9rieure \u00e0 une tonne sont \u00e0 l&#8217;origine de la croissance, le nombre des v\u00e9hicules de livraison \u00ab\u00a0accus\u00e9es\u00a0\u00bb n\u2019a pratiquement pas chang\u00e9.<\/p>\n<p><strong>Mais qui sera le plus touch\u00e9 par cette RPLP ?<br \/>\n<\/strong>Nous supposons qu&#8217;elle affectera principalement les petites entreprises et le secteur des transports en g\u00e9n\u00e9ral. Pourquoi ? Le transport de denr\u00e9es alimentaires, de produits agricoles, de v\u00e9hicules de d\u00e9m\u00e9nagement, etc. repr\u00e9sente la majorit\u00e9 des performances kilom\u00e9triques des v\u00e9hicules de livraison. Ces activit\u00e9s des petites entreprises sont d\u00e9sormais soumises \u00e0 des taxes suppl\u00e9mentaires (si nous partons du principe que seuls les v\u00e9hicules ayant une charge utile &gt; 1 tonne sont soumis \u00e0 la RPLP).<\/p>\n<p><strong>Et le commerce en ligne ?<br \/>\n<\/strong>Le dernier kilom\u00e8tre de la livraison devient plus \u00e9cologique. La poste remplace de plus en plus les anciens v\u00e9hicules diesel par des v\u00e9hicules \u00e9lectriques, notamment dans les zones urbaines. De jeunes entreprises comme QuickPac ou notime s&#8217;appuient d\u00e9j\u00e0 exclusivement sur l&#8217;\u00e9lectricit\u00e9 ou l&#8217;\u00e9nergie humaine. L&#8217;autre jour, j&#8217;ai m\u00eame pari\u00e9 que la livraison du dernier kilom\u00e8tre serait 100 % \u00ab\u00a0verte\u00a0\u00bb d&#8217;ici 2030.<\/p>\n<p><strong>La moralit\u00e9 de l&#8217;histoire<br \/>\n<\/strong>La vie, comme la v\u00e9rit\u00e9, est un peu plus compliqu\u00e9e que de pr\u00e9tendre que \u00ab\u00a0Le commerce en ligne est responsable\u00a0\u00bb. Cette nouvelle RPLP affectera tout le monde &#8211; en particulier les consommateurs. Encore une fois\u00a0: l&#8217;id\u00e9e originale est en fait discutable. Mais le raisonnement est tout simplement faux.
