Et elle nous maintient aussi sous pression. En ce moment, nous r\u00e9fl\u00e9chissons tous intens\u00e9ment \u00e0 l\u2019impact de l\u2019IA g\u00e9n\u00e9rative sur l\u2019\u00e9conomie et la vie en g\u00e9n\u00e9ral. Le Conseil f\u00e9d\u00e9ral aussi: il pr\u00e9voit de mettre en consultation, d\u2019ici \u00e0 fin 2026, un projet de r\u00e9glementation de l\u2019intelligence artificielle.<\/p>\n<p><strong>S\u2019appuyer sur des principes et favoriser l\u2019innovation<\/strong><\/p>\n<p>Pour savoir \u00e0 quoi ressemble la r\u00e9glementation id\u00e9ale, le plus rapide est d\u2019interroger l\u2019IA elle-m\u00eame. Grok3 r\u00e9pond instantan\u00e9ment: \u00abLa r\u00e9glementation de l\u2019IA en Suisse devrait \u00eatre flexible, fond\u00e9e sur des principes et favorable \u00e0 l\u2019innovation. Si nous utilisons l\u2019IA de mani\u00e8re intensive, elle peut accro\u00eetre le produit int\u00e9rieur brut annuel de la Suisse de 80 \u00e0 85 milliards de francs. Telle est la conclusion d\u2019une\u00a0<a href=\"https:\/\/www.economiesuisse.ch\/fr\/articles\/le-potentiel-economique-de-lia-pour-la-suisse\" target=\"_blank\" rel=\"noopener\">\u00e9tude<\/a>\u00a0publi\u00e9e l\u2019an dernier par economiesuisse en collaboration avec Google. La Suisse est d\u00e9j\u00e0 un site performant en mati\u00e8re de haute technologie. En plus des entreprises suisses, des soci\u00e9t\u00e9s comme Amazon, Google, IBM, Microsoft ou OpenAI, pour n\u2019en citer que quelques-unes, sont \u00e9galement implant\u00e9es dans notre pays. Nous le devons notamment aux EPF. Ces hautes \u00e9coles ainsi que d\u2019autres offrent aux entreprises des possibilit\u00e9s de collaboration id\u00e9ales et un terreau propice aux start-up. Elles g\u00e9n\u00e8rent ensemble la force \u00e9conomique de demain.<\/p>\n<p><strong>La concurrence entre places \u00e9conomiques s\u2019intensifie<\/strong><\/p>\n<p>M\u00eame si la Suisse est bien plac\u00e9e, nous ne pouvons pas nous reposer sur nos lauriers. Ces prochaines ann\u00e9es, l\u2019intelligence artificielle d\u00e9multipliera la concurrence intense entre places \u00e9conomiques \u00e0 l\u2019\u00e9chelle mondiale. Les \u00c9tats-Unis sont en \u00abpole position\u00bb, tandis que d\u2019autres pays investissent \u00e9galement massivement dans la recherche. Or l\u2019argent \u00e0 lui seul ne suffit pas. Pour s\u2019affirmer face \u00e0 la concurrence, il faut avant tout une r\u00e9glementation avis\u00e9e de l\u2019IA.<\/p>\n<p>Qu\u2019est-ce que cela que signifie pour la Suisse? Le Conseil f\u00e9d\u00e9ral entend tr\u00e8s justement miser sur le cadre juridique existant et ne l\u2019adapter de mani\u00e8re cibl\u00e9e que l\u00e0 o\u00f9 il pr\u00e9sente des lacunes et fait obstacle. C\u2019est sens\u00e9, car l\u2019approche suisse fond\u00e9e sur des principes pr\u00e9sente de nombreux avantages. Il est important, par ailleurs, que le cadre juridique suisse soit compatible avec les normes \u00e9trang\u00e8res, notamment celles de l\u2019UE. Cela \u00e9vite ainsi de cr\u00e9er des obstacles au commerce, ce qui ne signifie pas pour autant que la Suisse doive copier la l\u00e9gislation d\u00e9taill\u00e9e de l\u2019UE. L\u2019objectif est plut\u00f4t de parvenir \u00e0 une solution compatible avec nos principaux d\u00e9bouch\u00e9s, tout en exploitant la marge de man\u0153uvre offerte par des approches pragmatiques. Ainsi, notre pays restera attractif non seulement pour les investissements dans l\u2019IA en Suisse, mais aussi pour notre \u00e9conomie d\u2019exportation.<\/p>\n<p><strong>Cr\u00e9er une marge de man\u0153uvre pour pouvoir exploiter le potentiel<\/strong><\/p>\n<p>L\u2019IA \u00e9volue rapidement. Avec son paysage normatif technologiquement neutre, la Suisse offre des fondements de qualit\u00e9 et surtout suffisamment de libert\u00e9 pour exploiter son potentiel. Cela donne aux entreprises une certaine s\u00e9curit\u00e9 en mati\u00e8re de planification, une condition pour attirer des investissements et le succ\u00e8s \u00e0 long terme. M\u00eame si nous ne nous fions pas aveugl\u00e9ment aux suggestions de l\u2019intelligence artificielle, la r\u00e9glementation ne devrait pas pour autant la freiner.
